Since the current title is electronic and not paper, they said o just need to order a replacement paper title and pay for it and then once I get that I can use the POA to have the title transferred into my name. I went into the local tag agency because the DMV is crazy down here. When he realized he was going to be in jail for a very long time, he gifted me his car that is fully paid off.
